The commission approved multiple special events: the annual family picnic, a Broadmeadow kindergarten meet-and-greet, an open-house Popsicle party and a local Special Olympics event. Motions were made and seconded and votes passed; one abstention was recorded on an item. Commissioners asked staff to produce a one-page snapshot of major upcoming special events to help communication between departments and permit holders.
On field use, commissioners and staff reported an increase in private, unpermitted commercial training and lessons on town fields and courts. Staff described incidents where trainers refused to leave or claimed to 'work for' the department; the department will emphasize permit requirements, publicize liability/insurance obligations and may ask the police to enforce trespassing when operators refuse to vacate. Staff also said the department will explore targeted marketing to bring private instructors into town-run program roles.
Why it matters: capital projects and permitting both affect program quality and user safety; unpermitted commercial activity can present liability and scheduling conflicts for town-maintained fields. The commission asked staff to coordinate with school principals about maintenance windows to reduce weekend overtime and to continue outreach on permitting and field schedules.
Next steps: staff will sequence bids and orders per the July 1 fund availability, publish a one-page special-events snapshot for internal use, and develop communications and enforcement options to address private, unpermitted training.
