Needham Park and Rec outlines pool staffing, schedule and nonresident-pass review after busy opening

Residents pressed the commission for clearer Rosemary Pool hours after recent partial closures, and Park and Recreation Director Stacy said staffing is the main constraint. Stacy said the department will provide limited open-swim periods in the afternoons and will begin the full summer schedule on Juneteenth, with swim lessons and the complete program starting in the last week of June.
Why it matters: shortage of lifeguards and other seasonal staff has led to abbreviated hours at a major town amenity during a period of high heat. Commissioners noted crowded days, parking congestion and isolated incidents of poor behavior reported in emails and letters; staff warned that inadequate staffing can create safety risks.
Stacy presented membership and day-pass data through June 11. She said family passes make up roughly half of membership holders and gave an age breakdown of individual pass holders (staff reported numbers by age bracket). On revenue, the packet showed nonresident daily pass revenue and full-season pass fees are an important revenue stream; staff noted that nonresident family season-pass rates are substantially higher than resident rates and suggested the commission research peer towns’ approaches before making midseason policy changes.
Commission discussion ranged across possible policy responses: raise nonresident day-pass prices, restrict nonresident day passes, require nonresidents to enter with a resident season-pass holder, or hold off and collect 4–6 weeks of behavior and attendance data. Commissioner (S3) suggested monitoring this season and revisiting policy midseason. Resident commenters and commissioners also urged adding shade structures and other comfort improvements; staff said an earmarked state grant will fund at least one shade structure and a temporary shade will be put in place this year.
Safety note: staff reported a lifeguard suffered a heat-related fainting episode over the weekend; the guard was treated and is expected to return. Staff said they will work with the fire department on training for removing someone from a tall chair and will continue recruitment and scheduling changes to increase coverage.
