Bloomfield committee retools SOPs for board appointments, sets annual review and accountability requirements

The Committee on Committees in Bloomfield spent its meeting reviewing and revising standard operating procedures that govern recruitment, selection and oversight of town boards and commissions. Chair Dorel Goodwin said the committee would clarify its authority and responsibilities and reconcile the SOPs, noting that some procedures were written before the committee’s reestablishment.
"The committee on committees is a standing subcommittee of the town council charged with reviewing vacancies, conducting candidate evaluations, recommending appointments and reappointments to town boards and commissions, and overseeing policies and practices that promote effective board and commission governance," Goodwin said as he read proposed language to be added to the SOP.
Councilor DeBethan Brown emphasized the committee’s civic purpose: "This committee is here to promote citizen engagement," she said, urging that the SOPs make clear the process is fair and equitable and that residents who are not part of party committees still feel welcome to apply.
Members agreed to a global redline replacing references to the Governance Policy and Economic Development (GPED) subcommittee with references to the Committee on Committees. Goodwin proposed explicit additions: a new purpose-and-authority section, revised selection and interview-panel language clarifying that the committee will regularly review vacancies and recommend candidates to the town council, a proposed section 4.5 requiring an annual review of all town boards and commissions, and strengthened language in onboarding and training (proposed section 5.2).
The proposed annual review would have the committee examine attendance, vacancies, training completion, opportunities to improve representation and diversity, and recommend sunsetting committees that are no longer functional. Goodwin said those annual reports "shall be reviewed by the committee on committees and forwarded to the town council." Town staff agreed to provide a workflow and a list of committees to help prioritize appointments.
India Rogers, staff supporting the process, told members she and staff would circulate the existing workflow for review and invited suggested changes before the committee adopts final SOP language. Councilors discussed using special meetings to clear the backlog of candidates and setting a standing meeting schedule; they agreed to two special meetings in July and to consider a second-Thursday monthly schedule going forward.
The committee did not adopt final SOP language at this meeting; members agreed on the textual changes and on next steps for staff to prepare updated documents and schedules. The committee scheduled special meetings in July to begin processing pending appointments and signaled it would continue refining the SOP language with staff input.
