Grafton council approves airport bond resolution, PACE aid, lot sales and 5th Street engineering contract

At its Oct. 14 meeting the Grafton City Council approved a slate of routine and project actions, including a resolution authorizing airport facilities revenue bonds, land sales and business-support financing, and a preliminary engineering contract for a federally supported 5th Street widening project.
On recommendation of the Ways and Means Committee the council accepted a $5,000 bid from Mike Presteng for Lot 4, Block 4, 4th Replat of Vocational Addition (Parcel 11250-320). The council also voted to retain up to 12 feet of the north side of Lot 13 for a sidewalk and set a $2,500 minimum bid for the remaining 28-foot portion; the council discussed shifting the sidewalk if adjacent owners do not purchase the land.
The council approved Resolution No. 1801, titled “RESOLUTION APPROVING AIRPORT FACILITIES REVENUE BOND AND PLEDGING DEFICIENCY TAX LEVY.” The resolution passed on roll call with the listed council members voting in favor and no recorded opposition.
Economic Development Committee recommendations to support MMMC Enterprises, LLC’s Anytime Golf — a golf-simulator business at 611 West 12th Street — were approved. The council authorized a Flex PACE interest buydown of $8,785.55 to purchase the building and a separate $2,078.32 buydown to purchase two commercial golf simulators; both motions passed on roll call.
The Public Utilities Committee’s recommendation to purchase one roll of 1/0 and three rolls of 4/0 wire from Border States (approximately $48,774.85) was approved. The council also approved first reading of an ordinance that would prohibit the long-term use of shipping containers in residential areas while allowing a 60-day temporary permit for remodels or moves and permitting containers as accessory uses in commercial and industrial districts.
Administrator Nick Ziegelmann presented a preliminary and design engineering contract with KLJ Engineering for the 5th Street widening project for $56,200. The council approved the contract contingent on City Attorney approval; the report notes a Highway Safety Improvement Program (HSIP) grant will cover all but $100,000 of the project cost, with the city’s Prairie Dog funds expected to cover the local share. Ziegelmann also reported routine state inspection reports (NDDEQ and NDPDES) and that the golf course will perform required wastewater sampling for irrigation use.
Motions were moved and seconded by councilmembers as recorded in the minutes; several roll-call votes were unanimous among members present at the time. The meeting adjourned following these actions.
