Grafton council approves property‑sale resolution, audit contract and farmland lease addendum

The Grafton City Council on Feb. 10 approved a set of routine finance and property actions, including a resolution authorizing public sale of city‑owned parcels, an audit contract, and a farmland lease addendum.
Council approved Resolution No. 1805, "Resolution Authorizing Public Sale of Real Property Situated in and Owned by the City of Grafton, North Dakota." City Attorney Rob Fleming recommended removing language that referenced properties committed to the Community Housing Development Organization (CHDO), citing a 30‑day window to reject bids; staff said those lots would become available for sale if the Red River Regional Council decides not to build on them. The motion carried on the Ways and Means Committee recommendation.
The council also approved transferring a list of uncollectible accounts to the bad debts account and approved an Application for Abatement or Refund of Taxes for 2024 for 1023 West 9th Street (spec building) on the Ways and Means Committee recommendation.
On financial services, the council approved a contract with Brady Martz for the 2024 audit for $24,750. The contract included a contingency: if a single audit is required (likely because of airport projects), an additional fee of $6,000 per program would apply.
Council approved an addendum to the farmland lease with Judy Keeley to add 33.98 tillable acres at $90 per acre. On the Public Utilities Committee recommendation, the council also approved a $36,268 quote from General Traffic Controls to purchase a traffic controller and camera system; Administrator Ziegelmann said he will meet with KLJ about a School Road signal.
All motions referenced above passed with all members present voting in favor; Mayor Chris West declared each motion carried. The council adjourned at the close of the meeting.
