City presents Lavender Heights district study and candidate LGBTQ+ landmarks

Gianni Fuse, identified in the hearing as the city planner responsible for preservation planning, presented the Lavender Heights Historic Experience Plus project (file M-23005). Staff described a historic-context statement and a draft district plan that identifies 12 contributing resources and 29 noncontributing properties, five initial candidate monuments and three additional properties under research. The presentation summarized outreach activities, oral-history interviews and a review of cultural resources linked to Sacramento's LGBTQ+ community.

Staff explained the district approach would limit review for many routine exterior maintenance actions while creating objective design-guideline direction for contributing resources. Examples highlighted in staff materials included the former Lambda community center, The Depot (formerly the Western), the Blue Moon bar and other community-serving venues that historically connected LGBTQ+ residents at times when mainstream outlets provided limited coverage of their activities.

Preservation Sacramento and other commenters expressed support for moving the project toward formal Council consideration after further refinements. Commissioners asked about the origin of the "Lavender Heights" name, how periods of significance are established, and how properties lacking architectural distinction are treated in the draft plan; staff said the name appears to have been used since the late 1980s and that the plan relies on historic photographs and period-based assessment to determine contributing status.
