Grafton council approves 2025 licenses, permits, rental renewals, FlexPACE loans and budget items

The Grafton City Council approved a slate of routine but material items at its Dec. 9, 2024 meeting, including retail alcohol licenses, fireworks permits and a series of loans, contracts and budget actions. The motions came by committee recommendation and passed on unanimous roll call votes.
Among the approvals, the council granted 2025 retail alcoholic beverage license applications for local establishments including Last Chance Bar and Grill (Maher El-Sarraf, LLC), Byrdie’s Backstage Lounge (Byrdie’s Gift Shop, LLC), Extra End (Grafton Company), Rosie’s Place Too, Rendezvous Roadhouse (Frosty Fox), AmericInn (Mike.1Hospitality), Shananigan’s Family Restaurant (Gail Martinson), Anytime Golf (MMMC Enterprises, LLC), Hugo’s Wine and Spirits (Valley Liquors, Inc.), Cenex Zip Trip #61 (Plains Liquor, LLC), Fair Oaks Golf Club (Grafton Golfers, Inc.) and Grafton Curling Club. The council also approved two retail fireworks permit applications (Memory Fireworks at 519 Hill Avenue and TNT Fireworks at 155 E 12th Street) contingent on receipt of proof of insurance prior to sales.
Economic development actions approved included a FlexPACE interest buydown loan of $9,790 for Midwest Fabrication to purchase a plasma cutting system (the community portion of the interest buydown is $9,125.42 and is to be repaid to the city with 3% interest once the Bank of North Dakota loan is satisfied). The council also approved a FlexPACE application for Todd and Mary Morgan for up to $5,000 for Luscious Boutique, contingent on bank approvals.
Other committee-backed approvals included participation in the Attorney Recruitment Program for Peyton Cole (Einarson Law Office) at $3,150 per year for five years payable from the Community Development Fund if approved by the Supreme Court; a Self Help funds award of $1,616.76 to the Grafton Area Chamber of Commerce for equipment to support local cable access and Summerfest tent anchors; renewal of the Armory rental contract with the Walsh County Nutrition Program for $500 per month and renewal of the Armory rental with the Grafton Senior Citizens for $125 per month; renewal of the farmland lease with Judy Keeley through December 2027 with a three-year renewal option; and renewal of the City Cemetery Caretaker contract with Andrew Lindell at $6,930 per year for 2025 and 2026. All motions passed on unanimous roll call votes recorded in the minutes.
The council also approved lists of 2024 budget amendments and appropriation reserves as presented; those motions likewise passed on roll call votes with no opposition documented.
The approvals were procedural and passed without recorded public comment or debate in the minutes. Where contingency was noted — for example, fireworks permits and the Luscious Boutique loan — approvals were conditioned on receipt of required insurance or bank approvals.
