El Paso trustees set training deadline, schedule elections and honor retiring staffer David Garcia

“As you all are not new, you have to earn 2 hours,” Asch said, adding that trustees should download certificates of completion and send them to the office for documentation. He cited a provision—section 2.64.030D—that he said could result in automatic removal from the board for failure to complete the minimum training.
Asch also reviewed administrative items: revised office hours for Juneteenth and July 4 observances, plans for a longer July meeting to include budget discussions and an investment manager presentation, and the expectation that officer elections (chair and vice chair) will be held in August for two‑year terms. He encouraged trustees interested in running to contact him.
Separately, the board presented a staff service award to David Garcia, who will retire next month after more than 13 years with the retirement trust; trustees and staff praised Garcia’s reliability in payroll administration and presented flowers to his spouse.
Why it matters: Compliance with the State Pension Review Board’s training requirement is mandatory and, according to the executive director, failure to comply could have governance consequences; the board’s election schedule and budgeting timeline shape oversight for the coming year.
The board noted they had provided an update to the city manager and CFO and had met with the mayor’s chief of staff; they will follow up on any requested presentations to other city groups.
