Committee adopts amendment and advances right-of-entry for Hakalau Stream Bridge rehabilitation

The Committee on Government Operations and External Affairs voted May 4 to forward Resolution 546-26, authorizing the mayor to enter a right-of-entry agreement with the State Department of Transportation to access property for the Hakalau Stream Bridge rehabilitation project.
Assistant Corporation Counsel Jay Yoshimoto requested a technical amendment to correct a typographical error in the original resolution and referenced Communication 856.0.1, which the committee adopted prior to forwarding the measure.
Councilmember Kimball described a DOT-produced mitigation video titled "Hakalau Bridge Across Time" and encouraged members to view it on the DOT'hosted platform. Kimball said the DOT estimates lead-remediation work beneath the bridge will take about 18 months, with an additional roughly 12 to 18 months for structural repairs; DOT intends to keep the bridge open to two lanes most of the time with occasional short night closures.
The committee forwarded the amended resolution to the full council with a favorable recommendation; the clerk recorded eight ayes with Councilmember Onishi absent. The committee asked sponsor and staff to coordinate right-of-entry logistics and provide schedules for access and work to the council as plans are finalized.
