Hawaii County committee advances procedural rule changes, local projects and a charter fix; forwards measures to full council

The Committee on Government Operations and External Affairs of the Hawaii County Council met May 4, 2026, in the Kona Chambers and voted to forward a package of resolutions and a charter amendment to the full council with favorable recommendations.

The committee, chaired in Kona, advanced several procedural changes aimed at clarifying council practice. Resolution 518-26 would repeal the council's Rule 7 on ad hoc committees and replace it with a rule creating "permitted interaction groups," aligning council procedure with state law and requiring that any motion establishing such a group specify the scope of the assignment and list the chair and members. Sponsor Councilmember Inaba said the change is intended to make membership and scope obvious in the minutes when records are later reviewed.

The committee also forwarded Resolution 544-26, which would require any member who discloses a substantial financial or personal interest in a matter to leave the council chamber during deliberation and voting and have that recusal recorded in the minutes. Sponsor Councilmember Inaba said the change was developed with corporation counsel to reduce the potential for undue pressure on deliberations.

Resolution 545-26 would add a requirement that a council member notify the chair in writing when unable to attend a council meeting and that the chair determine and announce whether the absence is excused or unexcused; the rule includes an appeal mechanism allowing the council to overturn the chair's determination by majority vote. Members asked clarifying questions about whether reasons would be recorded in minutes and privacy implications; corporation counsel pointed to existing charter language that already addresses "attendance without being excused."

On local projects and services, the committee forwarded Resolution 546-26 to authorize a mayoral right-of-entry agreement with the State Department of Transportation to access property needed for the Hakalau Stream Bridge rehabilitation project; the committee adopted a sponsor-requested typographical amendment before forwarding the measure. Councilmember Kimball described a DOT-produced mitigation video and said lead-remediation work under the bridge is expected to take about 18 months followed by roughly another 12'to'18 months of structural work, with mostly two-lane traffic maintained except for short night closures.

Resolution 547-26, authorizing an intergovernmental agreement with Hawaii Health Systems Corporation and Kau Hospital to provide preordered lunches for seniors assisted by the county's nutrition services, was supported by Royanne Okamura of Parks and Recreation, who said the arrangement has existed for many years and that HHSC now requires written affiliate agreements.

The committee also forwarded Bill 152, a charter amendment clarifying that the county auditor has personnel authority analogous to executive-branch department heads and may appoint a deputy auditor to ensure continuity of operations; sponsor Councilmember Inaba said the change responds to gaps that arose when the previous auditor departed.

All measures were forwarded to the full council with favorable recommendations by voice vote; the clerk recorded eight ayes on each roll call with Councilmember Onishi absent. The committee also entered an executive session to consult with attorneys on Department of Environmental Management capital and wastewater issues and reported back that the meeting had included discussion with the department and legal counsel.
