Campton selectmen approve $38,543.46 for boilers, appoint trustee and seal nonpublic minutes

Campton — The Campton Board of Selectmen met on July 22, 2024, and took several administrative actions including entering and sealing a nonpublic session, appointing a trustee to the town’s Trust Funds, and approving $38,543.46 to address boilers that serve the Highway Department, Town Office and Fire Department.
The board, chaired by Dan Boynton, opened the meeting at 4:30 p.m. and voted unanimously on a motion by Selectman Sharon Davis, seconded by Selectman Craig Engel, to enter a nonpublic session under RSA 91-A:3, II(c). The board exited the nonpublic session at 5:04 p.m. and later unanimously voted to seal the nonpublic minutes on a motion by Davis and a second from Engel.
During public comment, Ashland resident Bob Letourneau asked the board to address water runoff affecting property owned by his grandson, Mike Letourneau. The board said it would research the matter with the Road Agent and the Town Administrator, Kate O’Connor, and would contact Mike Letourneau after their review.
In department updates, Selectman Davis praised the long-awaited Recreation Manual. The board agreed to pause work on a solar grant unless TA Kate O’Connor can complete required steps by Aug. 1, 2024. O’Connor also updated the board on Bumps Bridge and recommended signage to deter vehicles that exceed posted weight limits.
Chair Boynton moved and the board unanimously approved authorizing the Town Administrator to cast the town’s vote on the New Hampshire Municipal Association (NHMA) Legislative Policy Process. O’Connor also shared a revised cost for the town’s Edmunds GovTech service and said she will continue outreach related to the town website launch, which is targeted for Aug. 1, 2024.
On the consent agenda the board approved the Regular Public Meeting Minutes and Non-Public Meeting Minutes. Selectman Davis moved to appoint Julie Webster as a Trustee of the Trust Funds; Selectman Engel seconded and the appointment was approved unanimously.
Selectman Craig Engel moved to approve $38,543.46 from the Municipal Building Maintenance Fund for boilers serving town buildings. Selectman Davis seconded the motion and it carried unanimously.
The board also authorized the Town Administrator, after review, to sign contracts on behalf of the Board of Selectmen; members asked that all major contracts be brought to the board before signing. A proposed vote that would have approved a revised HR Personnel and Policy Handbook was withdrawn to allow additional review of Town Counsel’s comments; Selectman Davis requested the handbook be placed on the first August meeting agenda for final consideration.
TA O’Connor presented options for Blair Bridge and, after discussion, the board unanimously decided to abandon further changes to that bridge. The board discussed cemetery capital reserve fund language based on input from Town Counsel, focusing initial work on Blair Cemetery and asking TA O’Connor to gather data from the Town Clerk/Tax Collector. Selectman Karl Kelly updated the board on a Pond Road sinkhole and potential remediation options discussed with Ron Farnsworth.
Other administrative items included the annual Campton-Thornton landfill inspection (TA O’Connor will check whether follow-up action is needed), discussion of qualifications for a part-time Building Inspector with a request for zoning and health-call statistics to guide hiring, and continued efforts to bring the town website live with possible peer training from other towns using the Revise vendor.
Before adjourning at 6:44 p.m., Selectman Davis announced election training on Aug. 8, 2024, in the Community Room; the board agreed to offer light refreshments subject to coordination with Town Clerk/Tax Collector Hannah Joyce.
