Daviess County JRAC sets 2026 meeting schedule, limits ALLRISE attendance and hears partner updates

Vanessa Phillips, chair of the Daviess County Justice Reinvestment Advisory Council, called the Jan. 14 meeting to order at 4:30 p.m. and led a series of organizational items.
The council confirmed its 2026 schedule: meetings will occur at 4:30 p.m. on the second Wednesday of January, March, May, July, September and November at the Daviess County Security Center, 101 NE 4th Street, Washington. Laura Petty noted the JRAC’s opioid settlement fund balance available for appropriation is $56,293.92 with no new deposits since October 2025.
On training and conferences, Petty said ALLRISE 2026 will be in Nashville, Tenn., July 20–23; registration costs $960 per person. Phillips will email board members to solicit interest and the council set a cap of six attendees because of cost.
Phillips said the council has discussed forming subcommittees and expects a meeting with an organization called Lighthouse to develop concrete solutions. She also said she will testify at the Statehouse next week on a bill addressing accreditation requirements for IRACS sites. David Rhoads said that bill resembles a proposed ordinance under consideration by the City of Washington that would require rental inspections of landlord properties; Phillips added that Knox County has a similar ordinance in place.
Partner updates included Michael Drake’s report that Green Door is shifting toward crisis stabilization with increasing calls, Abby Brown’s note that a jury trial is scheduled for February, and Dan Murrie’s update that eight inmates are serving sentences in the county jail, five of whom are awaiting transport to the Department of Correction.
Gary Allison moved to adjourn; Abby Brown seconded and the meeting was adjourned. The next JRAC meeting is scheduled for March 11 at 4:30 p.m. at the Daviess County Security Center.
