JRAC declines to approve REAL Recovery opioid settlement request after members raise concerns

Vanessa Phillips, chair of the Daviess County Justice Reinvestment Advisory Council, presided over the council’s Jan. 14 meeting where members debated a funding request from REAL Recovery for opioid settlement dollars.
Council members voiced multiple objections. Chief Derrick Devine said the amount requested appeared excessive for the scope of work proposed. Shelby Stanley said she had a potential conflict concerning who would benefit from the funds. Dan Murrie said the request represented too large a percentage of the JRAC opioid settlement grant funds. After discussion the minutes state the board determined it was not willing to approve the request.
The minutes also record a formal motion to deny the REAL Recovery request, moved by Dan Murrie and seconded by Gary Allison; the same minutes then state, without further detail, “Motion denied,” creating an internal inconsistency in the record about the formal vote outcome. The minutes do not list a roll-call tally.
Laura Petty reported the JRAC opioid fund available balance for appropriation is $56,293.92, with no new deposits since October 2025. The council did not record approval of any funds for REAL Recovery at the Jan. 14 meeting.
The council’s next regular meeting is scheduled for March 11 at 4:30 p.m. at the Daviess County Security Center in Washington.
