Daviess County Council elects leaders, approves salary changes and $290,000 in appropriations

At its Jan. 14 meeting the Daviess County Council elected Tony Duncheon president and Matt Meredith vice president for 2026, approved salary-ordinance amendments and $290,000 in additional appropriations and transfers, and accepted the sheriff’s 2025 commissary fund report.
The Daviess County Council met Jan. 14, 2026, in the commissioners’ room at the Daviess County Government Center and elected Tony Duncheon as council president and Matt Meredith as vice president for 2026. The council approved the previous meeting’s minutes and conducted routine administrative and budget business.
The council voted unanimously to adopt amendments to the county Salary Ordinance as presented. Matt Meredith moved the salary-ordinance amendment and Mike Myers seconded the motion. The council also approved an EMS contract as presented; that motion was made by President Marilyn McCullough and seconded by Matt Meredith.
Gary Allison, Daviess County Sheriff, presented the 2025 year-end report and the ledger of receipts, disbursements and balances for the Security Center commissary fund for the council’s review. The presentation was entered into the record; no separate action beyond acceptance was recorded in the minutes.
On personnel matters related to parks, the council reviewed 2026 wage recommendations for West Boggs Park and voted to leave the presented wage schedule in place while directing that future increases be tied to the county merit system. Mike Sprinkle moved the motion and Tom Schaffer seconded.
The Auditor’s office provided members with annual Conflict of Interest and contact information forms. The council reviewed and approved the 2026 encumbrances submitted by the Auditor’s office on a motion by Tom Schaffer, seconded by Mike Sprinkle.
The meeting’s budget actions included two additional appropriations that together total $290,000: $250,000 from the Cum Cap Dev 2024 Courthouse renovation bond for principal, and $40,000 allocated for a Health First Indiana nurse practitioner position. Both appropriations were moved by Tom Schaffer and approved unanimously.
The council also approved internal Community Corrections transfers: $1,996 from Insurance to Clerical, $200 from Part-Time to Longevity, and $2,000 from Insurance to Screening Coordinator. Matt Meredith moved the transfer package and Marilyn McCullough seconded.
The council received the Visitors Bureau meeting minutes from Nov. 18, 2025, as information. On a motion by Matt Meredith, seconded by Tom Schaffer, the council adjourned. The minutes were attested by June Welth and Jennifer Welsh, Auditor of Daviess County.
The council did not record any roll-call vote tallies in the minutes; each motion is recorded as having passed unanimously.
