Brown County commissioners adopt ROZ resolution, approve payments and routine items

The Brown County Board of Commissioners voted on a series of routine and programmatic items during its Jan. 20 session, adopting a Rural Opportunity Zone resolution and approving a set of administrative motions.
Mikaela Moore, director of the Hiawatha Foundation for Economic Development, presented a Rural Opportunity Zone (ROZ) resolution and discussed program benefits and marketing support for a Neighborhood Revitalization Program. Chairman Lucas Heinen moved to adopt Resolution No. 2026‑07, authorizing the ROZ student loan program for calendar year 2026; Commissioner William Pollock seconded the motion and it carried.
The commission approved several other motions without recorded roll‑call tallies. On a motion by Commissioner William Pollock, the board approved the Jan. 12, 2026 minutes. Chairman Heinen moved and the board accepted annual cemetery reports as presented. The commission also approved payment of a final invoice totaling $46,987.88 to BB Brothers Contractor for work on the Solid Waste/Noxious Weed building.
Chairman Heinen moved and the board approved the appointment of Commissioner Richard Tesoriero to the Northeast Kansas Multi‑County Health Board of Directors, replacing Richard Lehmkuhl.
Each motion in the meeting was recorded as carried; meeting minutes do not list individual yes/no vote tallies. Several short executive‑session recesses to discuss non‑elected personnel compensation were held; no binding action resulted from those executive sessions.
