Wes Overman of the County’s Public Works department returned to the board for a required second reading of a new abandoned manufactured‑home ordinance. Overman said the ordinance was first introduced in June and that state law (N.C. Gen. Stat. § 153A‑45) prohibits enacting a criminal penalty at the same meeting as introduction, requiring a second reading tonight.
The board reviewed the final ordinance and an accompanying fee schedule and approved both for publication with an effective date of Jan. 1, 2027 to allow outreach and compliance time. Staff said they will work with communications staff to publicize the change and provide time for property owners to address conditions.
What happens next: Staff will finalize fee schedules, advertise the new ordinance and begin outreach ahead of the Jan. 1, 2027 effective date.
