During the public‑comment period, Janet Hammonds Lindsey said the county should open its books and audit every contract, referral and payment connected to child removals, arguing that when funding follows a removal it creates perverse incentives. "Children are not funding units," she said, and asked the board to audit county contracts, guardians ad litem payments, and any court‑connected services paid from public money.
Jessica Saxon told the board she had submitted stacks of affidavits earlier in the year she described as alleging criminal conspiracy involving judges, CPS workers and court actors. Saxon said she would be delivering memoranda of law and a notice of liability alleging deprivation of rights and racketeering and said external counsel had prepared supplemental North Carolina‑specific materials. Temple Monday described her own experience in court‑connected reunification facilities and described prolonged stays and restrictions that she said were harmful to family reunification.
No staff rebuttal or formal investigation was initiated during the meeting; commissioners acknowledged receipt of the comments and several said the board would review materials if submitted.
