Phase 3 water project cleared administratively; easements still needed as engineering firm merges

Town Engineer Jon Broskey told the Big Stone Gap Town Council at its Jan. 6, 2026 workshop that the town's Phase 3 water project received categorical-exclusion environmental approval that day, clearing an environmental review step and allowing the project to move forward pending acquisition of needed easements.
Broskey also reported that The Lane Group has merged with Rinker Design & Associates (RDA). He said he is stepping away from The Lane Group during the transition and that Patrick McKinney will take over as the client's representative. Town Manager Stephen Lawson said he signed paperwork transferring The Lane Group's existing contracts to RDA.
Council did not record a vote or administrative action on the project at the workshop; the minutes note the environmental approval and the outstanding easement requirement as the key next steps. The town will need to finalize easements before construction or substantive field work begins, and staff identified a change in the firm's client contact during the transition.
