Council approves resurfacing, water relocation, crack-seal contracts; adopts strategic plan and fills board seats

The Normal Town Council on July 6 approved a slate of contracts and policy items, including a $4,645,928.28 general street resurfacing award, a $733,378 Vernors Avenue water-service relocation contract, and a $171,945.45 contract for crack-and-joint filling; the council also accepted the 2026 strategic plan, initiated a zoning text amendment and approved two board appointments.

In consent and pulled-consent business, Council Member Smith asked staff to clarify what work is performed under contract versus what town crews perform. On the crack-and-joint filling contract, staff said the Dentler Incorporated contract covers townwide crack-and-joint sealing and that town crews perform separate patching and repairs; staff estimated the contract work can extend pavement life by about four to six years. "I just wanted to get that on the record," Smith said.

On the General Street Resurfacing Project, staff and council discussed whether West College work was part of a separate grant; staff said the resurfacing contract to Row Construction is a distinct project. Council reviewed per-lane-mile figures discussed in staff materials (about $668,000 previously cited and $661,000 for the current contract) and staff explained differences in street needs and curb work that make exact comparisons imperfect.

The Vernors Avenue award to G. A. Rich and Sons for $733,378 includes abandoning one 4-inch water main; staff said there is no anticipated near-term demand increase that would require a larger replacement. The council approved the associated budget adjustment.

Separately, the council voted to initiate a zoning text amendment to revise various sections of the zoning code and to accept the town's 2026 strategic plan, which staff said incorporated substantial citizen input and is available on the town website. Staff agreed to send follow-up emails to focus-group participants and to promote the plan in the town newsletter.

Council also approved two appointments: Angie Stegman to the Bloomington Normal Sayakawa Sister Cities Committee (term to March 31, 2029) and Julie Heil to another term on the Connect Transit Board (term to June 30, 2030). One council member recorded a No on the appointments vote; the other votes carried the motion.
