Selectboard approves warrants, schedules public hearings and discusses meal-rate change

At the March 3 meeting the Colebrook Select Board completed routine approvals, scheduled hearings and discussed personnel and billing issues.
The board signed land use change tax billings prepared by DRA totaling $108,000, supplemental warrants, property abatements (Colebrook Automotive and Quicken Loans) and a water & sewer committal. The board asked that Melanie notify property owners of the supplemental warrants and land use change tax billings.
Town Manager Tim Stevens told the board the town must hold a public hearing to accept ICE funds; the board scheduled that hearing for March 23 at 5:00 p.m. and also scheduled a public hearing on water & sewer rates for March 30 at 6:00 p.m. Stevens asked the board to consider raising meal reimbursement rates for employees; the board discussed moving current rates ($20 travel, $25 stay-over) toward a proposed $30 travel and $50 stay-over and asked Stevens to prepare a written proposal.
Other items: Melanie confirmed the town pays ballot clerks at annual school meetings and is reimbursed by the school; Jolene is awaiting Bangor Bank to set up the town's credit card machine; Sue Collins instructed staff not to pay further Styles/Badger invoices until meter-billing discrepancies are resolved; the board discussed a school-billed police detail rate of $67.73 per hour and sought documentation on whether that rate had been approved by the Selectmen. Melanie has begun the deed process for 65 Colby Street; owners retain an opportunity to repurchase before title transfers to the town.
What happens next: Staff will prepare a meal-rate proposal for the next meeting, property owners will be notified of tax-related billings, and the public hearings on March 23 and March 30 will be held as scheduled.
