Selectboard hears Harvey Swell bids; NHDOT flags deficiencies in lowest offers

At the March 3 Select Board meeting Town Manager Tim Stevens reviewed five bids for the Harvey Swell project and said NHDOT and HEB are evaluating apparent deficiencies in the two lowest bids.
Stevens reported the bids as follows: JML $533,888.53; Elevated Excavation $537,683.81; Lee Corrigan $575,452.00; P+R Excavation $603,370.52; CLH & Son $715,167.25. Stevens said the two lowest bids contained information deficiencies, including math errors and that neither is on NHDOT's approved vendor list; NHDOT said it would return with a recommendation.
The board discussed company qualifications and the project timeline; Stevens said the work is expected to occur this summer. No award decision was recorded at the meeting; staff will bring NHDOT's recommendation to the board when available.
