Colebrook Select Board authorizes Operation Stonegarden agreement, sets water‑billing schedule

The Colebrook Select Board on Jan. 26 authorized Town Manager Tim Stevens and Police Chief Paul Rella to sign the 2025 Operation Stonegarden grant agreement for $39,860, and set a regular schedule for water‑meter reads and billing.
Selectboard member Sue Collins moved to authorize Chief Paul Rella and/or Town Manager Tim Stevens to sign the Stonegarden agreement; Ray Gorman seconded and the motion passed, the board recorded. The grant authorization was described in the meeting as a 2025 agreement for Operation Stonegarden in the amount of $39,860.
The board also approved a motion from Ray Gorman requiring that water meters be read by the 10th of the month following each quarter and that water bills be mailed by the 17th; Sue Collins seconded and the motion passed. The schedule was adopted to standardize quarterly billing and ensure meter reads are completed in a predictable timeframe.
Tim Stevens reported several routine fiscal items: completed payroll and disbursement manifests were reviewed and signed, and the town sold an old cruiser for $5,500 while awaiting a replacement title. Stevens said a temporary SCADA system has been installed to stop active alarms on the water system; an itemized cost for a permanent replacement for the 2026 budget was not yet available.
The board also set a public hearing on water and sewer rates for Wednesday, April 1, 2026, at 6:00 p.m. The hearing will provide residents an opportunity to review proposed changes to utility rates before the Select Board acts.
The meeting adjourned at 3:20 p.m.
