Fincastle council hears planning options for Community Development Block Grant application

At its Dec. 12 meeting, the Fincastle Town Council heard a planning grant presentation from David Hill of Hill Studios outlining options the town could study as part of a Community Development Block Grant planning application. Hill highlighted potential façade improvements, streetscape upgrades, wayfinding signage and branding or advertising strategies to support downtown revitalization.
Town Manager Melanie McFadyen told council members that the town plans to hold public hearings in spring 2025 to gather resident input before submitting any formal CDBG application. Council did not take action on the grant application at the meeting; the presentation was informational and intended to shape public outreach and design choices.
Hill described a range of design-focused investments rather than specific construction contracts; details such as cost estimates, priority locations, and funding matches will be developed through the planning process and public hearings. The manager said staff will return with schedules for the hearings and additional information once the planning phase is under way.
The council will schedule the public hearings in early 2025 before deciding whether to proceed with a formal CDBG planning application.
