Floyd council approves $75,000 CJMW contract for Donnkenny redevelopment; structural engineer fee may be added to budget

The Floyd Town Council on April 21 approved entering a contract with CJMW Architecture for the Donnkenny Redevelopment Preliminary Engineering Report (PER) and Preliminary Architectural Report (PAR) at a cost not to exceed $75,000 to be paid from Community Development Block Grant (CDBG) funds. Vice Mayor Chris Bond moved the contract authorization; Councilwoman Lisa Thompson seconded, and the measure passed on a unanimous roll-call vote.
Town Manager Andrew Morris told the council five proposals were received and the CDBG Committee interviewed representatives from the top three firms before recommending CJMW. Morris said the CJMW team presented a detailed proposal, was considered highly qualified by the committee and had prior experience with the project manager on the Harris Street project. He told the council the contracted work is expected to be completed by September 2026.
Mayor Will Griffin reported that CJMW indicated a site visit is planned and invited council members to attend, while noting any such gathering must comply with public meeting laws. Griffin also said CJMW engineers were asked to evaluate the Donnkenny building’s structural integrity; they advised that a separate structural engineer might be required to complete the assessment. The mayor estimated that structural engineer fees would not be covered by the CDBG grant and could be in the range of $20,000 to $30,000, and said the amount could be proposed as a line item in the FY2026-27 budget.
The council also discussed the Donnkenny property more broadly, including earlier conversations about demolition and an option previously raised to charge $200 per month to Wall/Wade if demolition was not completed within 90 days. Town Manager Morris asked whether the council wanted to pursue that rent; the council agreed not to pursue collection of the $200 monthly rent.
The contract approval follows the CDBG Committee’s recommendation and the council’s finding that CJMW’s scope would build on prior design concepts while adding estimated costs and implementation considerations. The council did not take up additional contract amendments at the meeting.
The council adjourned at 6:02 p.m. and is scheduled to reconvene on May 7, 2026, at 5:30 p.m. in the Profitt House Community Room at Floyd Town Hall.
