Floyd council approves two-year concert contract, adopts donation policy revisions and orders holiday snowflakes

The Floyd Town Council on Feb. 19 approved a two-year contract with DLP Concerts, Inc. to run the town’s Small Town Summer series, adopted revisions to the town’s budget and donation policy for compliance with the Code of Virginia, and voted to purchase 11 replacement decorative snowflakes for downtown light poles.
Mayor Will Griffin said the town would reallocate financials for the Harris Street properties "and expensed accordingly" as the council approved a routine financial report by roll call. Town Attorney Janet Murrell told the council the proposed budget revisions were reviewed "for compliance with the Code of Virginia regarding donations," and that the revisions largely reflected the council’s existing practices. Council members voted unanimously among those present to accept the changes.
On the Small Town Summer contract, the council asked staff to correct an administrative form to a 1099 where appropriate and to confirm contract dates; Town Manager Andrew Morris confirmed there were no events scheduled after Aug. 27, 2026. "The dates were confirmed as accurate," Murrell said before Councilman Chris Bower moved to approve the two-year contract with the discussed revisions; the motion passed by roll call.
Council also approved an amended Small Purchase Procedure Policy that separates construction purchases from other services, and it approved special election documents prepared by Murrell, including a resolution and election order. On routine matters, Councilman Bower moved to purchase eleven replacement snowflakes after Morris presented cost estimates of about $6,045 over two years plus shipping; Mayor Griffin urged buying all eleven at once to reduce shipping costs and ensure availability, and the motion passed by roll call.
The council discussed mower quotes for the public works crew (C.W. Harman about $6,500; T & E Small Engine & Outdoor about $7,000) and whether local businesses could be approached for discounts or sponsorships; Town Attorney Murrell said she would research the Code of Virginia on partnerships before the council pursues sponsorship options.
The council accepted Virginia Commission for the Arts grant recipient recommendations — Floyd Center for the Arts, Handmade Music School, Old Church Gallery and The June Bug Center — without objection. The meeting concluded with several housekeeping items and plans for monthly maintenance assessments of town streets and facilities.
The council recorded all motions by roll call: Councilwoman Lisa Thompson, Councilman Bruce Turner, Councilman Chris Bower and Mayor Griffin voted yes on each listed motion; Vice Mayor Chris Bond was recorded absent.
