Floyd Town Council approves appointments, amends purchasing policy and authorizes tourism bank account

Floyd — The Floyd Town Council on Jan. 15 approved a series of appointments, amended its Small Purchase Procedures Policy to add a professional‑services threshold, and authorized a bank account to handle tourism merchandise sales.

Mayor Griffin opened the meeting at 5:30 p.m. in the Profitt House Community Room at Floyd Town Hall. The council approved the Jan. 6 minutes with corrections following a motion by Vice‑Mayor Bond and a second by Councilman Chris Bower.

In formal actions, the council reappointed Councilman Bruce Turner to the Floyd‑Floyd County Public Service Authority for a four‑year term ending Dec. 12, 2029. Vice‑Mayor Bond moved the reappointment, Councilman Bower seconded it, and the motion passed with three votes in favor and Turner abstaining.

The council also reappointed Billy Weitzenfeld and Joann Verotsko to four‑year terms on the Town of Floyd Planning Commission and appointed former Councilman Paul LeMay to fill a vacancy for a two‑year term ending Dec. 31, 2027. Councilman Chris Bower moved the appointments, Councilman Turner seconded, and the motion passed unanimously.

Councilman Turner moved, and Vice‑Mayor Bond seconded, to appoint Councilman Chris Bower to the Town of Floyd Beautification and Community Development Committee to fill a vacancy; Bower abstained and the motion carried.

On procurement policy, the council reviewed proposed amendments to the Small Purchase Procedures Policy, including alignment with Code of Virginia § 2.2‑4303(G) and a requirement that purchases above the statutory threshold use Virginia’s eVA procurement system. Town Attorney Janet Murrell recommended amending the policy to add a Professional Services section that treats the total contract amount for professional services as a small purchase “not to exceed $80,000” and to delete section 10n. Councilman Chris Bower moved to amend the policy in line with Murrell’s recommendations; Vice‑Mayor Bond seconded and the motion passed unanimously.

On tourism finances, the council authorized Town Manager Andrew Morris to open a Skyline National Bank account dedicated to tourism merchandise sales. Mayor Griffin said the town manager should inform the County Administrator, and Town Clerk Lynn Gregory asked whether Tourism Director Kathleen Legg should have signature authority; Mayor Griffin agreed. Town Manager Morris reported that a community Christmas luncheon prepared by Chef Knapp and Floyd County High School culinary students is scheduled for Jan. 22, 2026, at 12:00 p.m. Mayor Griffin updated the council on an Industrial Revitalization Grant kickoff and an upcoming CDBG Planning Grant Advisory Council meeting about the Donnkenny project on Jan. 20, 2026. The council also heard that staff member Addy is working on a notification system to improve weather‑related communications.

The council entered and then exited a closed session to interview David Whitaker for a council vacancy under Code of Virginia § 2.2‑3711(A)(1); the council later adopted a certification that the closed meeting complied with state law per § 2.2‑3712.
