Vice‑Mayor Rick Workman moved to adopt the consent agenda as amended; Council member Louis Heidel seconded and the motion passed on a 6‑0 voice vote. Committee chairpersons reported: Public Utilities (paving, WaWa outreach, Glo Fiber installations, sign locations, HVAC certifications, water leaks); Parks & Recreation (trail and signage work); Policy & Personnel (employee handbook revisions and vacancy recruitment); Special Projects & Economic Development (upcoming ribbon cuttings; EDRC reported a $10,000 grant for the Elkton Downtown Marketplace). Chair Jan Hensley, speaking for Finance, said the town was closing financial records for the prior fiscal year.
Mayor Joshua J. Gooden said roughly $398,000 in donations had been received for the Elkton Downtown Marketplace. Public Safety updates noted an ongoing evidence audit and that plans for a new police station were under review. Community Development reported repairs to the cemetery building and fence after vandalism; the Elkton Area Community Center reported 31 new members and delivery of new equipment. Treasurer Donna Curry said auditors completed preliminary fieldwork for the FY25 budget.
