McLean County committee approves bridge, road and subdivision items; forwards zoning text change to comply with state law

The McLean County Land Use and Transportation Committee on July 7 approved a slate of infrastructure and land-use items and advanced a zoning text amendment required by state law.
Approvals included an equipment letting (low bid from Landmark Ford for a midsize SUV to serve highway engineering staff), an engineering services agreement with Hampton, Lenzini & Renwick, Inc. for the Capitec Bridge replacement, an ordinance and resolution lowering the speed limit on a 0.8-mile section of Washington Street, a joint culvert replacement petition on Aerosmith Road, and final plats for two one-lot subdivisions (Hines subdivision in Yates Township and the Wickham Division on Crestwick Country Club property in Bloomington Township). Committee members voted unanimously on these items.
Staff noted project updates: Hudson Road earthwork is underway with weather delays; Leroy Servicing project is complete except for pavement reflectors; Anchor Road (a six-mile federal project) has been inspected and appears under budget pending final accounting; the Matthews Bridge required deck scarifying and concrete replacement before a latex overlay; and smaller bridge projects in Martin Township have opened.
On zoning, county staff presented a text amendment required by Senate Bill 25 / Public Act 104-0458 to regulate battery energy storage systems, wind energy conversion systems and commercial solar energy generating facilities. Phil (planning staff) told the committee the amendment must be in place by Sept. 1; the committee approved forwarding the amendment to the zoning board of appeals for public hearing and anticipated a board-level vote in August.
The committee also received an informational quarterly budget report pulled from the new ERP system showing highway department funds generally under budget through June 30 and building and zoning totals at about 41.6% of the fiscal year.
