Property committee approves water-heater contract, museum repairs and emergency juvenile-detention procurement

The McLean County Property Committee unanimously approved a series of facilities and energy actions at its July 7 meeting, voting by voice on a set of contracts and an emergency procurement intended to maintain building services and safety.
Scott Fogler, director of facilities management, told the committee that three water heaters that serve the detention facility need replacing after one unit "has completely failed" and another is "limping." The committee approved a standard form of agreement with PIPCO LLC to replace the units; the motion was made by Vice Chair Fagan and seconded by Member Bangert and carried on a voice vote.
Fogler also described a proposal to replace the domestic water manifold at the Museum of History, saying the current valves appear "antique," separate shutoffs are missing and "the insulation covering it is asbestos containing, so we'll do a professional abatement." The replacement manifold will create six zones to allow isolated shutoffs; the committee approved the proposal (motion by Member Duffy, second by Vice Chair Fagan).
An unplanned safety issue at the juvenile detention center prompted an emergency procurement. Fogler said the fire alarm system's automatic dialer — the component that calls emergency services — "has failed" and requires replacement and monitoring. The committee voted to approve the emergency procurement and instructed staff to continue manual 911 notification until repairs are finished.
On energy matters, County Administrator Cassie Taylor said the committee approved an amendment to the Energy Efficiency and Conservation Block Grant (EECBG) to extend the project's completion date to Sept. 30. The committee also approved a contract to retain Century Energy Solutions as the county's energy brokerage and consulting firm to assist with gas and electric contract selection this fall.
All motions were approved by voice vote; the record shows "aye" and "that motion carries" for each item but individual roll-call tallies were not entered in the meeting transcript. The committee closed the actions portion of the agenda and proceeded to informational reports.
