Mary said she pulled a long draft originally designed for another municipality and recommended tailoring it to Liberty's needs. "As you experienced some growth, proportion noise comes with that, and controlling that is difficult," she said, explaining the draft covers fireworks, construction noise and home-occupation machinery.
Discussion focused on two enforcement approaches: a technical decibel-based standard requiring meters and calibration, and a subjective standard that allows officers to act based on hearing. Councilors noted decibel enforcement requires equipment and training while a hearing-based approach provides flexibility for officers. Time windows for activities such as nighttime lawn care and late construction also drew attention; members suggested setting reasonable cutoffs to balance shift workers' needs with neighborhood sleep hours.
Council asked staff to continue refining the draft and to return with options that balance enforceability and fairness; no ordinance was adopted at the meeting.
