Regional water update: transmission phases, treatment approach and contract obligations discussed

Mayor Eric Aroma Woods called representatives from the Hickenton Regional Water System forward for an update on transmission and treatment work. A presenter introduced in the discussion as Tom described project phases, master-meter stations and a 20-inch transmission main now in the ground, and said remaining pipe work should be completed in the coming months.

Tom and other system representatives explained the treatment approach — ceramic membranes with an activated carbon pre-treatment and backwashing — and noted early roadwork for the project helped avoid costlier later work. They identified a western-most 20-inch main and master-meter stations for Eastleigh Central Water District and the Six Mile Water District and said work on TMS2 and TMS3 segments is near completion.

Council members pressed the presenters on contractual and permitting questions. One councilor asked whether Liberty could exit the regional system if questioned political pressures favored another provider; presenters and the mayor replied that contractual agreements would still require Liberty to pay its share even if the city withdrew. The presenters also noted permit deadlines and said transmission work should meet its projected finish dates. When asked about delays, presenters said the transmission segment should likely finish as scheduled and that permit-related items were tied to specific phases.

No formal action on the regional contract was recorded at the meeting. Councilors asked for clarifying information about permits, timelines and the financial consequences of withdrawal; presenters said they would supply further details after the meeting.
