The council on June 15 approved DC 1, authorizing the city’s Sustainable Energy Utility to purchase approximately $914,865 in solar photovoltaic modules from Samba Energy to support future community installations. Staff said the early purchase qualifies as a 5%–10% spending threshold to 'safe harbor' future projects for federal commercial tax credits, allowing several years to complete installations while keeping tax eligibility.
A Sustainable Energy Utility representative said the panels will initially be stored off‑site with insurance coverage and later kept long term at the Wheeler Service Center; the shipment represents about nine truckloads. Staff estimated the future tax credit benefit will be approximately $3,000,000 across the full installation program, a figure based on the purchase representing ~10% of the eventual total installation costs where a 30% credit applies to the full installed value.
Councilmember Malek and others asked clarifying questions about storage, the basis for the tax credit estimate and timing; staff said the purchase supports Bryant neighborhood pilot installations and broader SEU rollouts expected to expand to hundreds of homes. The resolution passed.
