Four Oaks board adopts fee schedule, updates bank signers and approves payables; salary ranges pass 4–1
Summary

The Town of Four Oaks Board of Commissioners took several administrative actions at its Aug. 19 meeting, approving a fee schedule update, updating bank-signature cards, accepting staff financial reports and approving new salary ranges.
Commissioner Mike Hines moved to adopt a revised fee schedule recommended by Planning & Zoning Administrator Mike Cook to align Four Oaks’ fees with Johnston County; Commissioner Carles Surles seconded and the motion passed unanimously. The board also approved a resolution updating account signers for United Community and KS Bank to list Mayor Vic Medlin, Commissioner Mike Hines, Town Clerk Rhonda Lee and Finance Officer Hollie Blackwell (motion by Commissioner Tony Capps, seconded by Commissioner Michael Bradley).
Commissioner Hines highlighted the financial report and moved to approve the July payables listed in the attached report; Commissioner Surles seconded and the vote was unanimous. Commissioner Hines later introduced a Central Pines Regional Council presentation on water and sewer conservation and regionalization; he emphasized the study is in an early stage and no action was taken.
The board entered closed session under GS 143-318.11(6) to discuss personnel matters related to the Police Department; the minutes record no action taken during the closed session. After returning, the board voted 4–1 to approve updated salary ranges (motion by Commissioner Surles, seconded by Commissioner Hines); Commissioner Michael Bradley cast the lone opposition. The meeting adjourned around 7:30 p.m.
