Fairview council sets budget hearing, raises CIP and approves 2.67% cost-of-living increase

The Fairview Town Council on May 14 took several budget-related steps: it agreed to raise the Capital Improvement Plan (CIP) allocation, set a public hearing for the proposed 2012–2013 budget, and approved a 2.67% cost-of-living increase for town employees following a closed-session personnel discussion.
Finance Officer Darrell Baucom summarized roughly $10,000 in adjustments to the proposed budget since the workshop. Councilmembers agreed to increase the CIP allocation from $485,000 to $500,000.
Bradley Purser moved to set a public hearing on the 2012–2013 budget for June 11, 2012 at 7:00 p.m.; Jerry Clontz seconded and the motion passed 3-0.
The Council then entered a closed session to discuss personnel. After reopening, Bradley Purser moved to give town employees a cost-of-living increase of 2.67%; Arnold Price seconded. Councilmembers Price and Purser voted yes and Councilmember Clontz voted no; the motion passed 2-1.
Mayor Long also asked Finance Officer Baucom to collect salary and position data from comparable towns to inform future staffing and compensation decisions. The council did not adopt a full budget at the May 14 meeting; the public hearing is scheduled to solicit public comment before final adoption.
