Fairview approves participation in NC Debt Setoff program, appoints hearing officer

The Fairview Town Council voted March 12 to join the North Carolina Local Government Debt Setoff Clearinghouse Program, a program administered through the North Carolina League of Municipalities (NCLM) that seeks collection of past-due accounts through offset against state tax refunds.
Tana McConnaughey explained that Fairview has roughly $5,000 in accounts that could be submitted for collection under the program. Arnold Price moved to adopt the Memorandum of Understanding and Agreement, authorize the mayor and designated staff to sign and complete participation paperwork for 2012, and appoint Ed Humphries as the town's hearing officer for appeals. Bradley Purser seconded the motion; councilmen Purser, Clontz, Haigler and Price voted yes (4–0).
The council's action authorizes staff to submit eligible accounts to the clearinghouse and establishes a local point of contact for any taxpayer appeals; the minutes record no cost to join and estimate Fairview's recoverable balance at approximately $5,000.
