Fairview council adopts updated county hazard mitigation plan

The Fairview Town Council on May 14 adopted the updated Union County North Carolina Multi-Jurisdictional Hazard Mitigation Plan, a move the town says will keep it eligible for certain federal and state disaster-assistance funds.

Neal Speer, Union County fire marshal, presented the updated Multi-Jurisdictional Hazard Mitigation Plan and provided a proposed resolution for the council to adopt. The plan, which updates the county’s 2004 document, is intended to meet requirements under the Federal Disaster Mitigation Act of 2000 and related federal regulations so jurisdictions remain eligible for Hazard Mitigation Grant Program funds.

Arnold Price moved to adopt the resolution; Bradley Purser seconded. Councilmen Jerry Clontz, Bradley Purser and Arnold Price voted yes and the resolution was adopted 3-0.

The resolution cites state and federal authorities including N.C. Gen. Stat. § 166A-6.01 and Section 322 of the Federal Disaster Mitigation Act of 2000, and notes the plan was updated per guidance in 44 C.F.R. Part 201 and by the North Carolina Division of Emergency Management. The Council’s action formally supersedes Fairview’s 2004 multi-jurisdictional plan.

Council members did not request further changes to the plan; the adoption places Fairview in the countywide framework intended to support coordinated hazard mitigation actions and eligibility for disaster-related assistance going forward.

The Council’s resolution was signed and entered into the record at the May 14 meeting. The Council took no other immediate policy actions tied to specific mitigation projects at the meeting.
