Enfield board authorizes application for up to $5 million in CDBG Neighborhood Revitalization funding

The Town of Enfield Board of Commissioners voted unanimously on Oct. 20 to authorize submission of an application to the Community Development Block Grant (CDBG) Neighborhood Revitalization program seeking up to $5,000,000 in combined funds for housing and sewer work.
Elisabeth Raskopf of the Upper Coastal Plain Council of Governments told the board this was the second required public hearing for the town’s application and reviewed the proposed activities. The application would include up to $950,000 for housing replacement and rehabilitation. The three primary replacement properties listed are 720 Nustreet Road, 113 E. South St. and 108 Mason St.; two primary rehabilitation projects are 115 E. South St. and 105 E. Alsop St. A set of alternates were also identified for replacement or rehab, including 342 Taylor St., 515 N. MLK Ave., 107 W. Alsop St., 214 N. MLK St., 217 Bass Ln., 509 SE Railroad St. and 505 E. Franklin St.
Under the Rural Community Development Fund portion of the application, the town identified sewer main replacement/rehabilitation and pump station replacement/repair activities not to exceed $4,050,000. Streets and segments named for sewer work included Nash St. (Cook St. to Glenview Rd), SE Railroad St. (Burnette Ave. to South St.), Randolph St. and Austin St. (SE Railroad St. to the dead end). Pump station replacements were listed for Pump Station #1 and #4; repair work was identified for PS #2, PS #5 and PS #9.
The board adopted a resolution to submit the application after Raskopf closed the public hearing and answered board questions; Commissioner Kenneth Ward moved to adopt the resolution and Commissioner Bobby Whitaker seconded. The motion carried unanimously.
Town staff recorded no public objections during the hearing. The application deadline noted at the hearing was Oct. 29, 2025, and next administrative steps include finalizing the application packet and submitting required engineering and survey documents as described by grant staff.
