Residents urge council to keep South Side construction road open as Equinox presents restoration plan

Equinox representatives presented the Village of Flat Rock with a five-phase restoration plan for properties along North Highland Lake Road on Jan. 8, and several residents used the public-comment period to urge the council not to decommission the south-side construction road included in the proposed contract.
Park Director Michael Dages introduced Johnathan Warner of Equinox, who reviewed the restoration design via PowerPoint and described options to complete the work in phases to spread costs across fiscal years. Warner said the plans and costs are broken into five phases so the village could choose phasing that fits its budget.
Before the presentation, multiple residents spoke during public comment that the proposed contract included a provision to decommission the south-side construction road off N. Highland Lake Road and that they preferred the road remain open to preserve access. Residents who spoke in favor of keeping the road open included Karen Jackson (29 Waterlily Drive), John Fundukian (94 Village Greenway), Lee McCall (35 S. Inglenook Lane), Bob Bradley (257 Lindsey Farm Drive), Steve Collins (246 Rhett Drive), Ellen Price (236 Covered Bridge Drive) and Kerry Lindsey (116A Waterlily Drive). Additional residents later in the meeting (John Wilkerson, Mr. & Mrs. Tom Richie) urged improved park access via a crosswalk and asked for more parking.
Mayor Anne G. Coletta said the council would not vote on the South Side project at this meeting; no formal action was taken. Vice Mayor Toner noted the Park Foundation transferred $210,315.76 to the village general fund in December and said council will face financial decisions once it decides how to proceed with the South Side and King Creek projects. Village staff also noted ongoing FEMA coordination on park restoration work in correspondence and grant filings.
Next steps: council will consider the restoration plan and funding options at a future meeting; residents asked staff and council to factor access and parking considerations into any final plan.
