Committee asks planning staff to map vacant and buildable lots to guide stormwater rules

At its Aug. 15 meeting, the Town of Emerald Isle Stormwater Committee directed Planning Department staff to compile data on vacant and buildable lots to inform the draft stormwater ordinance and related implementation planning.
George Moore raised the question of how many subdivisions and vacant lots remain to be developed, noting estimates presented during the meeting ranged from about 50 to as many as 600 lots. Planning Director Chris Seaberg clarified that the term "subdivision" in local practice can include one- or two-lot developments and said staff could use GIS maps to improve accuracy.
The committee listed specific follow-up tasks for staff: provide an accurate count and map of vacant lots in town; review planning documents to better understand the number of remaining buildable lots; and identify buildable lots with location, elevation and downstream implications so the ordinance can address practical drainage and maintenance needs.
Members emphasized that better data—mapped locations and elevations—will be necessary to prioritize projects, determine where standard plan templates are applicable and estimate long-term maintenance obligations. No formal vote was taken; staff were assigned the tasks and asked to report back at the next meeting.
