Flat Rock council approves Equinox oversight contract for King Creek repairs, contingent on attorney review

Park Director Michael Dages presented Equinox’s scope, which he said is divided into bidding services, construction administration and construction observation and carries a fixed fee of $7,800. Dages told council the village is facing a FEMA deadline of March 22, 2026 and “asked that the contract be signed as soon as possible to meet this deadline.”
Council Member Bass moved to approve the proposal contingent on Attorney Sharon Alexander’s review; Council Member Jeter seconded the motion, which carried by unanimous vote of those present. Council Member Carpenter was noted as not present for the meeting.
Village administrators said the contract had been submitted to the attorney and that timely execution is needed to satisfy FEMA’s public assistance schedule. The contract approval is limited to the oversight scope described by Equinox; the motion explicitly required attorney review before final execution.
Next steps: staff will work with the village attorney to complete the review and, if the attorney approves, finalize signatures so work can proceed to meet FEMA’s timeline.
