Flat Rock council approves RFPs for park gate and FEMA repairs, hears Equinox restoration plan

The Village of Flat Rock council voted Feb. 12 to advertise a request for bids for a new park entrance gate and to release a request for proposals for FEMA-related repairs at King Creek, after hearing restoration plans from Equinox.
Park Director Dages told the council the existing 12-year-old boom-arm gate requires ongoing maintenance, is easily defeated by parkgoers and allows access after hours. Council noted $36,000 was already allocated in the 2025–26 budget for a replacement. Council Member Bass moved to put the Request for Bids out to bid; Council Member Stuller seconded and the motion carried unanimously.
Separately, Dages and Park staff discussed remaining damage in the park from Hurricane Helene. Dages said Equinox provided design and cost documents and that FEMA has given preliminary approval to the scope. The Equinox cost estimate for the King Creek repairs is $312,000. After discussion about project scope and FEMA coordination, Council Member Bass moved to release the King Creek RFP; Council Member Stuller seconded and the motion passed unanimously.
Jonathan Warner and Jason Seickel of Equinox earlier presented drawings and staging options for planting restoration on the park’s south side to inform the repair work and longer-term restoration planning. Dages said the Equinox deliverables and FEMA guidance had been used to prepare the RFP and answer FEMA questions about riprap and embedded mitigation.
The council’s votes authorize staff to begin procurement; final contract awards and FEMA grant agreements will return to council for any required approvals. The council’s next steps for the park work include advertising the RFPs, evaluating bids and coordinating with FEMA on the approved project scope and funding.
