The draft groups goals under three main buckets — people, programs and places. Under "people," the plan calls for aligning curriculum with college- and career-readiness standards, individualized graduation and career plans beginning in middle school, and expanded internship and apprenticeship opportunities through partnerships such as Surajak & Works. Dr. Hall said the district already has 31 students in Surajak & Works and two in the Fleet program.
For staff the plan emphasizes recruitment and retention, strengthened mentorship programs, and targeted professional development supported by the Elkin Educational Foundation. "Professional development will be meaningful and include follow-up," Dr. Hall said, describing plans for CEU-credit opportunities and teacher-led staff training.
The "programs" section calls for research-backed curriculum materials, project-based learning, and greater student choice. The draft also targets expanded CTE offerings — examples mentioned include drone certification, robotics, cybersecurity and AI instruction — and asks the district to work with local businesses and higher-education partners to create pathways for students.
Under "places," the plan recommends a long-range facilities plan and continued safety investments (key-card entry, cameras, SRO discussions). Dr. Hall flagged aging building infrastructure at the elementary school and said the district will explore local, state and federal funding as well as grants. He also said the plan includes a frequently raised community request to consider placing 6th graders in a true middle-school environment.
Board members asked how the district will pay for many proposals. One board member summarized the concern: "How are we going to accomplish this? How are we going to see this through?" Dr. Hall and other speakers repeatedly linked implementation to securing multiyear funding, grant-writing capacity and staged action steps.
Dr. Hall described the plan as a working draft open to revision. The board heard questions about measurable targets and reporting; Dr. Hall said the district will develop reporting mechanisms and track implementation data through partnerships with the Elkin Educational Foundation and school principals. The plan will be revised and returned to the board for further consideration.
The board did not take a final vote on the strategic plan at this meeting; Dr. Hall invited further input and said a more detailed action-and-measurement plan would follow.
