The Board of Aldermen voted to extend an incentive that temporarily waives building-permit fees for qualifying low-income housing projects that are awarded Low Income Housing Tax Credits (LIHTC) and approved a companion resolution of support for Cedar Ridge East Phase 2.
Planning staff explained the program continues a 2025 policy for 2026 projects and clarified the waiver is capped at $50,000 per project and applies only to developments that secure LIHTC awards. Board members debated mechanics for reimbursement and added an amendment requiring that any waived fees be reimbursed to the city only after the project obtains a certificate of occupancy. The amendment passed and the ordinance as amended was approved on a 6–0 vote.
Amanda (planning staff) and the developer, Riley Shantz, described Cedar Ridge East Phase 2 as a proposed 48-unit development adjacent to Cedar Ridge Phase 1 near Rohana Way. Shantz said most units would be set for households at 60% of area median income, with rents in the roughly $400–$700 range depending on unit size and income targeting. He said prior Branson LIHTC projects leased up rapidly and that the 30-year land-use restriction agreement (LURA) and state oversight by the Missouri Housing Development Commission (MHDC) enforce affordability and ongoing asset management.
Members of the public questioned how eligibility and reimbursement would work if state or federal funding changed; staff said reimbursement is contingent on successful grant or credit awards and that the city would reimburse fees only after occupancy and compliance documentation. The board approved the resolution of support for the Cedar Ridge LIHTC application by roll call (6–0).
What’s next: The developer will proceed with the LIHTC application and staff will implement the amended waiver process; any future reimbursements will follow the certificate-of-occupancy condition added by the board.
