The Board of Aldermen voted unanimously to direct staff to draft changes to the city code that would set criteria for who may speak during the public-comment portion of meetings.
Alderman Clay Cooper proposed the change after the board received hours of public comment at a prior meeting. The proposed resolution, seconded on the floor, asks staff to prepare language requiring proof of residency within Taney or Stone County or proof of business ownership within Branson for people signing up during the general public-comment segment; staff will also review how public comment tied to specific agenda items should be handled.
Board members debated logistics — whether verification should be a driver’s license, voter registration, utility bill or scanned documentation — and whether the rule should differentiate between local taxpayers and nonresident stakeholders affected by a particular agenda item. Several aldermen recommended staff develop a pragmatic process (for example, entering verified speakers into a registration system so they need not re-present documents each visit) and to present draft language at a future meeting.
The vote to direct staff to prepare code amendments passed 6–0. The board’s action does not yet change the code; it merely authorized staff to draft and return proposed ordinance language for the board’s consideration.
