Board approves stormwater fee change, towing-board expansion and business permits; consent calendar cleared

Stormwater ordinance (26-13): The board adopted ordinance 26-13 to make York County a fee pass-through for state-mandated stormwater fees and to move fee tables into program administration so fees can be changed annually without local public hearings. Staff said the change follows a recent amendment to the Virginia code and advised that leaving fees in the ordinance would require repeated hearings when the state adjusts rates. The motion to adopt, made by Missus Noll, passed unanimously on roll call.
Towing advisory board (26-15): Captain Houston explained a state law requiring the county towing advisory board to expand from five to six members (two law enforcement, two towing-industry, two citizens). The board adopted ordinance 26-15 to add a sixth member; the motion passed unanimously.
Bridal Auto Service (R26108): The board approved resolution R26108 authorizing a special-use permit to relocate Bridal Auto Service to 106 Industry Drive. Planning staff noted the proposed use complies with parking and site standards and recommended conditions including hazardous-materials and stormwater plans; the applicant said he has ordered a Knox box and will comply with fire-department conditions. The resolution passed by unanimous roll call.
Consent calendar and other actions: The board approved minutes, added Cox Drive to the secondary state highway system, approved a CDBG application and other routine items on the consent calendar by unanimous vote. The board then convened a closed session to consider personnel matters related to appointments to boards and commissions.
