Four Oaks board updates personnel policy on holiday pay and observance

The Four Oaks Board of Commissioners voted unanimously on Jan. 23 to amend the town’s personnel policy to clarify holiday observance and compensation for town employees.
Under the adopted language in Article VII, Section 1:E, salaried employees required to work on a scheduled holiday will receive equivalent time off with pay; hourly employees required to work on a holiday will accumulate compensatory time. The policy specifies that the Police Department (except the chief) receives holiday pay at their department’s holiday rate in addition to regular pay. The Town Clerk is assigned authority to determine whether a holiday will be observed on the following Monday or the preceding Friday.
The minutes add procedures for employees required to work a holiday: they will be paid at their regular rate for hours worked and will also accumulate eight hours of compensatory time for the holiday. For shift workers, the policy sets different compensatory-hour calculations: Fire Department shift workers will be compensated 11.2 hours per observed holiday in addition to regular pay; Police shift workers will be compensated 8.4 hours per observed holiday in addition to regular pay.
Commissioner Tony Capps moved to accept the changes and Commissioner Michael Bradley seconded; the motion passed unanimously. The minutes do not record employee groups’ input during the meeting or estimated fiscal impact to the town’s budget.
