Four Oaks board approves project budgets, awards water-tank A/E contract and adopts downtown streetscape ordinance

The Town of Four Oaks Board of Commissioners on Oct. 21 approved several administrative and capital items including bank-authorized signers, an A/E services award and budget ordinances funded in part with American Rescue Plan Act and State Legislature SL 2023-134 grant funds.
Commissioner Kim Robertson moved to adopt a resolution updating bank account signers and removing employees no longer with the town for United Community Bank and KS Bank; the motion passed unanimously. The board then voted to award McKim & Creed professional architectural/engineering services for the SL2023-134 elevated water tank project.
In a grouped set of motions, the board adopted project budget ordinances for the police station conversion, pump-station upgrades, business park sewer and water-line extensions, and stormwater drainage improvements. The agenda notes these ordinances reflect committed funds and current estimated expenditures and rely on ARPA and SL 2023-134 funding; the motions also specified that the term “Financial Officer” in documents will refer to Commissioner Hines for these matters.
The board adopted a downtown streetscape budget ordinance that reflects an award to Fred Smith Co. The downtown project is also associated in the agenda with CDBG-COVID Project 20-V-3502 and HUD UDI B-22-CP-NC-0545, per the meeting record. Commissioner Hines summarized the financial report and moved to approve the September payables, which the board approved unanimously.
