Four Oaks OKs car-dealership special-use permit with annexation condition after neighbor objects

The Town of Four Oaks Board of Commissioners on Oct. 21 approved a special-use permit for Delcid Property Management to operate a motor vehicle dealership at 311 US Hwy 701 S, but attached a condition requiring that the entire parcel be annexed into the town’s city limits.
Rob Strickland and Alex Arellano, representing Delcid, showed GIS history for the parcel, said the site sits beside a Sunoco station and argued the property could be put to commercial use that would increase value. Strickland also submitted emails from the U.S. Department of Agriculture into the record, which he asked the board to consider.
Nearby owner Lynda Carroll testified in opposition, saying her family has owned property at 357 US Hwy 701 S for 43 years and expressing concern the used-car lot would devalue her home. Carroll also noted the state Department of Transportation plans a large project in the area and questioned additional commercial development while that project proceeds.
Town Attorney Alan “Chip” Hewett presented the Chapter 160D findings; the board voted unanimously to approve the findings and accepted the special-use permit with an annexation condition recommended by staff.
The condition means the applicant must move forward with annexation of the parcel into the Town’s corporate limits as part of the permit approval. No vote tallies by member name were recorded in the minutes; the transcript records unanimous board approval.
