Rebecca Anderson Momquist was confirmed July 6 as Minneapolis city assessor after the Enterprise and Labor Relations Committee voted to approve the mayor’s nomination.
Mayor Frey introduced Momquist’s nomination, noting she has led valuation and classification for about 130,000 properties representing roughly $64,000,000,000 in market value and served as president of the International Association of Assessing Officers in 2024. “It’s maintaining a defensible assessment that allows us to collect taxes and run our city,” the mayor said, praising her leadership during the COVID-era market shifts.
Supporters who spoke during the public hearing described Momquist’s professional record. John Gendler, a longtime Minneapolis resident and retired attorney, said he had worked with her and called her “extremely knowledgeable in assessing theory and assessing practice.” Pat Chapman, Ramsey County assessor, and Alex Guggenberger, Anoka County assessor, each urged the committee to confirm Momquist, citing her work to modernize practice and improve transparency.
Momquist addressed the committee and credited her staff. “Fair and equitable valuation” is the core of the office’s work, she said, and emphasized priorities including expanding public reporting, modernizing systems, and increasing outreach so taxpayers better understand valuations and appeal options.
Council members asked about accomplishments and neighborhood impacts from rising property values. Council Member Vitak praised Momquist’s team-building and said more outreach to help residents access state programs that reduce tax burden would be valuable; Momquist said education about appeal processes and programs such as circuit-breaker credits is a priority.
Chair Linay Palmisano moved approval of the nomination and Council Member Whiting seconded; the clerk called the roll and recorded six ayes and the motion carried.
The committee’s action reappoints Momquist to continue overseeing assessments used to allocate property-tax burden and support city services.
