Warrens trustees adopt 2026 budget, approve water tower funding, new directional sign and pay actions

The Village of Warrens Board of Trustees adopted the 2026 Village budget on Nov. 20, 2025, approving the measure on a 6-0 vote during the annual budget hearing.
Board member J. Le Mere moved to adopt the proposed 2026 budget as presented; A. Werner seconded and the motion carried with all six trustees present voting yes. The public hearing on the budget was opened and the agenda stated that the Village President may limit public comments.
The vote came amid a brief administrative portion of the meeting in which trustees considered several operational and capital items. The board voted to internally fund a water tower painting project rather than pursuing a CCF loan. Board member M. Rezin moved to use available Village funds for the painting project; P. Hardiman seconded and the motion carried 6-0.
Separately, trustees approved construction and installation of a donated two-sided directional sign (6 by 12 feet) to replace an existing County directional sign at Main and Pine streets. A. Werner moved to accept the Foundation donation and proceed with the sign; T. Swope seconded and the motion carried 6-0. The agenda noted the County had approved removal of its sign.
After discussing employee wages in a closed session under Wis. Stat. § 19.85(1)(c), the board reconvened and took formal action on compensation for several positions. The board approved compensation actions for the Treasurer (motion by T. Swope; second P. Hardiman) and for the Director of Public Works Assistant (motion by P. Hardiman; second J. Le Mere) on unanimous 6-0 votes. Compensation motions for the Clerk (moved by J. Le Mere; second P. Hardiman) and for the Director of Public Works (moved by J. Le Mere; second P. Hardiman) also carried; the Clerk motion passed 5-0-1 with A. Werner recorded as abstaining due to related employment, and the Director of Public Works motion passed 5-0-1 with J. Krultz recorded as abstaining due to related employment.
Other administrative matters included a staff update on software and an informational discussion about the potential local impacts of the national cessation of minting pennies; no action was taken on that item.
The board adjourned at 7:58 p.m. and scheduled its next meeting for Dec. 9, 2025. Meeting materials were posted Nov. 19, 2025, and the minutes note that actions are subject to final approval and public record.
